I totally agree that something needs to be done with crap-apps. It is ridiculous all of the apps one needs to dig through in order to find something decent. But, I have no idea how you can set standards in place to avoid this. There are too many variables. Maybe just increase the price to have an app hosted. Personally I would not mind paying more for apps if the pool of average quality was much better.
