So, I just (normal) quit the app when they act up. I've tried using Free Memory a few times to see if it might kill off rogue processes linked to a flustered app, but it's not usually easy to identify a 'culprit' process.

I would venture to guess this is a “miss” by Apple's team. I don't think there's been any one who mentioned some kind of change to the way things monitor application response. If an app hangs… it still hangs.
