Not necessarily, depends on how you want to handle things. My wife and daughter have synced apps that were bought under my main iTunes account to their iPhone and iPod Touch for sometime now. For my daughter in particular though, I prefer for her not to need to know my account details and password, so for her ongoing purchases I much prefer the funding via gift cards, or better still Allowances, method.
I think you should be able to combine the two methods though – cabled sync from one PC to get the bulk of apps purchased via whichever is your primary account, then funded allowances for the kids under their own separate accounts.

Is there some way to make the allowance work under those circumstances or am I out of luck?
