All I can give you is my experience and stuff I’ve read:

There’s nothing wrong with charging an iPhone 4S from the iPad charger. I’ve been doing it for months without issue. I’ve also read some technical explanations on forums like this one

which seem to make sense to laymen like myself. Your mileage my vary, but I think it’s safe enough.

There are several reports, though, of it causing an early death to iPhone chargers. There were enough of them for me to consider it too much of a risk, but YMMV.

Also, there is a program out there (Ai Charger from ASUS) that enables USB charging on Windows based PCs.
