Apple has released iOS beta 3 for those with developer accounts. Released three weeks after beta 2, the newest update build number is 12A4318c, and is available over the air and via the iOS Developer Center.
To identify which iPhone or iPad model you have, and download the corresponding version of iOS 8 beta 3 you need to download, check this easy to reference guide provided by Apple.
Always remember to backup your devices using the latest version iTunes or through iCloud backup prior to installing iOS 8 beta. After installing iOS 8 beta, you can restore your device using either the latest version of iTunes or through your iCloud backup
In addition, Apple reminds us that this version of iOS is intended only for installation on development devices registered with Apple’s Developer Program. As with all versions of beta software, including iOS 8, you should never install a beta version of software on your primary device as it will be at times become unstable and not perform in a manner that you are used to. It is intended for developers to use to troubleshoot their own apps during development.
