It can still send a message to it successfully and have it popup on the screen and play the alert sound, but it cannot update its location, of course, without that service being on.

I imagine Remote Wipe may work without LS being on as well, but that's not one I care to test just now 🙂

It's only using extra battery when you're using the feature, and all apps that use the feature alert you. I have mine enabled and really don't notice any quicker loss in battery usage.
