Go to Settings > Store > View Account (you have to sign in at this point) – then down below your payment info and billing address etc, you'll see 'Turn Off Genius for Apps'.

Yes, it is a new 3.1 feature. I have not seen any 3.1 jailbreak news as yet.

If you opt into Genius on a jailbroken device, they will. I wouldn't wait on any Cydia app recommendations though 🙂
