Yup, I saw that too. I think the general consensus still seems to point to an announcement of OS 4.0 and an SDK for it at the supposedly upcoming event later this month.

I would doubt 4.0 would release with out an ask release. So while apple might announce 4.0 on the 27th I doubt it will come out the same day, probably the sdk will come out and after a few months 4.0 would come out, maybe a new iPhone too
