It works flawlessly as a usb tether and slightly more tricky but still works well as a wireless tether. You can try out the free version which allows you to surf http sites and convince yourself that it works but to be able to visit https sites such as g mail you need to pay for the full version (also 20 dollars I think) Just checked the website (junefabrics dot com) and there is no talk of iOS 4 compatibility or lack of it

It’s available on installous and, IMO, as it is no longer available for purchase anywhere, downloading it via installous is not stealing (unless it comes to Cydia in the future).

I can confirm the thing works flawlessly for my Laptop and iPad that are connected to my iPhone. Thankfully, I have my original AT&T contract for unlimited data so my iPhone data usage is always at the ready.
